Overview
District Councils are are used where there is a two-tier system of local government, of which they are the lower tier, with multiple district comprising the County Council, the higher tier. District Councils are responsible for things such as Housing, Planning, and Recreation.
These are a mix of urban and rural districts, as well being the councils up for election this year where the Liberal Democrats have majority control.
All these councils last had their elections in 2016 (these elections were originally scheduled for 2020, but were postponed). Carlisle, Craven, and South Lakeland were due to hold their elections this year but they have been postponed further still.
All but 8 of these councils elect only a third of their councillors at a time, with each third being staggered by a year. 6 are electing half their councillors, with each half being staggered by two years. 2 councils, Gloucester and Stroud, elect all their councillors every four years. A further 5 councils are electing all their councillors this year due to boundary changes and will revert to electing by thirds in subsequent elections.
