Overview
Directly elected Police and Crime Commissioners (PCC) in England and Wales were first elected in 2012. Their introduction was somewhat controversial and marred by incredibly low turnout, just 15.1% in 2012. They were introduced to deal with lack of accountability in police departments and to that end they have the power to apoint and dismiss the Chief Constable, though the police force maintains operational indepepndence. The PCC is required to set out the agenda with regards to police and crime, as well as being able to set the budget.
PCC elections use the Supplementary Vote system, where voters get a first and second preference. In the event that no candidate gets more than 50% of the first preference vote, the top two candidates go to an instant runoff with the elimated candidates' votes being transferred to their second preference (as long as their second preference is in the runoff).
